On September 4 and 5, 2024, the Office of the Representative for International Legal
Affairs hosted the delegation from the Department for the Execution of Judgments of the
European Court of Human Rights (ECtHR), led by Claire Ovey, Director of the Human
Rights Directorate of the Council of Europe.
The visit aimed to discuss the execution of ECtHR judgments and decisions regarding
the Republic of Armenia, as well as to review the ongoing efforts and progress in this
area.
During the visit, the delegation had several meetings with members of the Interagency
Committee established to coordinate the execution of ECtHR judgments. These
meetings included representatives from executive power bodies, the Prosecutor’s
Office, the Investigative Committee, the Human Rights Defender, as well as members of
the Court of Cassation and the Supreme Judicial Council.
The meetings focused on both the individual measures resulting from the execution of
ECtHR judgments and the general measures undertaken by Armenia. Key topics
included systemic reforms and the progress made in areas such as criminal justice,
human rights protection within the armed forces, police, and healthcare in penitentiary
institutions, enforcement of judicial acts, the institution of incapacity, the prohibition of
discrimination, and other related fields.
The delegation highly praised the extensive reform process undertaken by the Republic
of Armenia. It was agreed that updated information on the discussed measures would
be submitted to the Committee of Ministers of the Council of Europe within the
framework of specific cases. Furthermore, both parties committed to continuing their
cooperation to address and resolve the violations identified in the ECtHR judgments.
