Workshop on “Rules of the Committee of Ministers for the Supervision of the Execution of the ECtHR Judgments/Rule 9”

On November 23, a workshop was held between the representatives of the Office of the Human Rights Defender and the Office of the Representative of Armenia on International Legal Matters on the topic “Rules of the Committee of Ministers for the Supervision of the Execution of the ECtHR Judgments/Rule 9”. A representative of the RA Chamber of Advocates also participated in the workshop.

The representatives of the Office of the Representative of Armenia on International Legal Matters presented the process of involvement of actors in the phase of execution of the judgments of the European Court of Human Rights, in particular, the stages and procedures of presenting special positions to the Committee of Ministers of the Council of Europe.

The HRD representatives presented the Defender’s mandate in the field of Defender’s involvement at the stage of execution of the judgments of the European Court of Human Rights and also shared the best practices of the Defender’s Rule 9 communications submitted to the CoE Committee of Ministers.

During the meeting, the parties also discussed practical issues regarding the involvement of the Defender in the execution of the ECtHR judgments, as well as intervening as a third party before the ECtHR.

The parties also talked about the latest developments regarding the Rules of the Committee of Ministers for the supervision of the execution of judgments, as well as the current state of the execution of the ECtHR judgments by the state.

At the end of the meeting, the representatives of the two institutions expressed their gratitude and reached an agreement for continuous cooperation, highlighting the possible formats of cooperation.

The event was carried out with the support of the “Accountable Institutions and Human Rights Protection in Armenia” project. The project is financed by the European Union and implemented by UNDP Armenia, UNICEF Armenia, UNFPA Armenia, and OSCE.
