Two-day workshop titled “Strengthening the application of the European Convention on Human Rights and the case law of the European Court of Human Rights in Armenia” launched on 6 February 2015 in Aghveran. It was organised by the Ministry of Justice of the Republic of Armenia and the Council of Europe.
The workshop was attended by Arman Tatoyan, Deputy Minister of Justice of the Republic of Armenia, Deputy Representative of the Government of the Republic of Armenia at the European Court of Human Rights, Artyom Sedrakyan, Head of Department for Relations with the European Court of Human Rights and the employees from the same department, as well as representatives of the Prosecutor General’s Office of the Republic of Armenia, Judicial Department of the Republic of Armenia, Academy of Justice of the Republic of Armenia. The goal of the workshop was to improve the skills of the participants regarding the peculiarities of Articles 3 and 5 of the European Convention on Human Rights. The training was conducted by CoE international respectable experts Juan Carlos Da Silva and Eric Svanidze. Greeting the participants, Arman Tatoyan, Deputy Minister of Justice, noted that the discussions enable not only enhancing the theoretical knowledge but also developing practical skills which will contribute to raising quality of work and promoting effective inter-agency co-operation in the future. Artyom Sedrakyan, Head of Department for Relations with the European Court of Human Rights of the Ministry of Justice of the Republic of Armenia, emphasised that such meetings also enable to develop analytical skills, expand in-depth and comprehensive understanding on this or that legal problem and process.
The participants of the workshop welcomed the initiative and expressed readiness to deepen co-operation both at theoretical and practical levels. Juan Carlos Da Silva introduced issues relating to restriction of freedom of specific category of persons within criminal procedure. Particularly, reference was made to peculiarities of safeguarding the rights of foreigners, minors, persons with mental disorders. Eric Svanidze discussed with the event participants issues relating to depriving persons of liberty within criminal proceedings, providing necessary procedural safeguards to them. The leading international experience in the sector, as well as the practice and development trends of the European Court of Human Rights case law were introduced. The second day of the workshop the discussion covered issues on prevention of torture.
