Within the framework of the Council of Europe project “Strengthening the application of the European Convention on Human Rights and the case law of the European Court of Human Rights in Armenia” an official visit to Brussels (Kingdom of Belgium) and Strasbourg (Republic of France) was organised from 6 to 8 July 2015. Arman Tatoyan, Deputy Minister of Justice of the Republic of Armenia, Deputy Representative of the Government of the Republic of Armenia at the European Court of Human Rights, Ruben Melikyan, Rector of the Academy of Justice, Artak Asatryan, Head of the State and Legal Affairs Department of the Staff of the Government of the Republic of Armenia, judges as well as representatives of the Department of Relations with the European Court of Human Rights of the Staff of the Ministry of Justice of the Republic of Armenia, including Artyom Sedrakyan, Head of the Department participated in the visit.
Within the framework of the visit, meetings were held with the Representative of the Belgian Government at the European Court of Human Rights and the Staff thereof. Issues relating to organisation of the activities with the European Court of Human Rights, preparation and submission of the government position as well as execution of judgments were discussed. The delegation members also met with the representatives of the Constitutional Court of the Kingdom of Belgium.
In Strasbourg the delegation members participated in European Court of Human Rights Grand Chamber hearings. Meetings were held with the Council of Europe Commissioner for Human Rights, representatives of the Council of Europe anti-torture Committee, European Commission against Racism and Intolerance and Department for the execution of the European Court of Human Rights judgments. During the meetings the legal position of the mentioned organisations on the legal system of the Republic of Armenia and the peculiarities of effective fulfilment thereof were discussed. Issues relating to the process of execution the European Court of Human Rights judgments were discussed separately.
The Council of Europe institutions highly appreciated the co-operation with the Republic of Armenia and expressed confidence that such practice will result in considerable achievements in the human rights sector.
